Hermine Harutyunyan, the Executive Director of the Deposit Guarantee Fund, at the invitation of the Kyrgyz Agency for Deposit Protection, participated on August 10–12, 2025, in the following events:

Expert Group Session on Harmonization of EAEU Deposit Insurance Legislation

The session focused on harmonizing legislation in the areas of bank deposit insurance, bank/credit institution resolution, and financial recovery across EAEU member states. Representatives of deposit insurance organizations from Armenia, Belarus, Kazakhstan, Kyrgyzstan, and Russia participated both in-person and remotely. Approximately 20 expert conclusions were presented for approval, developed taking into account the legislation of EAEU member states and the Core Principles for Effective Deposit Insurance Systems established by the International Association of Deposit Insurers (IADI).

H. Harutyunyan presented the topic “Right of Recourse or Recovery of Funds,” which was discussed for the first time. Additionally, the topics “Forms and Methods of Using Funds” and “The Role of Deposit Insurers in Holding Banks Accountable in Cases of Bankruptcy – Applying Sanctions to Responsible Individuals” were also addressed for the first time.

Round Table on the 15th Anniversary of the Kyrgyz Agency for Deposit Protection

Titled “Information Innovations and Prospects for the Development of the Deposit Protection System in the Kyrgyz Republic,” the round table included representatives from deposit insurance organizations of EAEU member states, as well as the National Bank of Kyrgyzstan, commercial banks, and senior officials from the financial sector, who delivered reports and participated in discussions.
